Insurance for entry to Croatia: who needs it, rules for different visa categories, and where to buy it?

Foreigners come to Croatia for different purposes: tourism, study or employment. Find out who needs insurance to enter Croatia, what the cost is and how to get it
In 2013, Croatia became a member of the European Union, and in 2019, it joined the Schengen countries. Accordingly, when travelling to this country, you should take into account the peculiarities of insurance policies of Europe, Schengen and Croatia itself. We have collected all the necessary details about the procedure, its features and cost in this article.
Who needs insurance to enter Croatia?
Croatia is a member of the European Union and the Schengen Agreement. This implies certain peculiarities of insurance for different categories of non-residents. It should be borne in mind that the current European legislation does not clearly regulate the availability of an insurance policy: the EU visa code requires it, but the border code does not.
Travel insurance is one of the mandatory documents for obtaining a visa to the EU. Since Ukraine and Croatia have a visa-free regime, the policy will guarantee safety and confidence in unforeseen situations.
Compulsory health insurance is required if you are applying for a long-term visa to Croatia for the purpose of study, employment or business. Health insurance is also a mandatory document for obtaining a residence permit in Croatia.
Ukrainian migrants, like Croatian residents, can join the system of compulsory health insurance (Hrvatski zavod za zdravstveno osiguranje - HZZO). Refugees who stay in Croatia for a long period of time or have a permanent place of work there may be obliged to register with the system and pay contributions. However, at the initial stage of temporary protection, the necessary medical care is usually provided free of charge or under a simplified procedure.
Please note! To travel abroad, you must purchase a Green Card insurance policy. In the event of an insured event, you will be able to receive compensation (if you are a victim of an accident) or payments will be made at the expense of the policy (if you are the culprit of an accident).
To avoid becoming a culprit or a victim of an accident, it is advisable to read a special guide for drivers in Croatia. Here you will get comprehensive information about traffic rules, toll roads and possible fines

What kind of insurance can I get in Croatia?

- limited coverage (only Croatia);
- high prices;
