Ukrainian electronic signatures and trust services will be automatically recognized in the EU starting in 2027. Find out how this will simplify paperwork, business and interaction with European institutions
Ukraine and the European Union have updated their joint work plan on electronic identification and trust services. According to the Ministry of Digital Transformation, this is an important step that will allow Ukrainians to use their electronic signatures, seals and other trust services in the EU on an equal footing with European citizens. Recognition of certain Ukrainian trust services is expected as early as 2026, and automatic recognition of all Ukrainian electronic identification means is expected as early as 2027.
How is Ukraine preparing for the changes?
As part of the updated cooperation plan with the EU, Ukraine is conducting:
● Assessment of national legislation for compliance with European standards;
● Testing cross-border compatibility of services to ensure their correct operation in the EU;
● Amending Ukrainian laws to fully comply with EU requirements;
● Building a digital infrastructure that meets EU standards.
Work in this direction is already underway, and Ukraine is demonstrating its readiness to integrate into the European digital market.

What does this mean for businesses and citizens?
By implementing the updated work plan, starting in 2027, Ukrainians will be able to:
● Use an electronic signature to sign contracts with European partners without additional confirmation;
● Conduct legally significant transactions with EU public institutions;
● Freely use electronic services of European companies;
● Execute documents, contracts and interact with EU financial institutions without physical presence;
● Use Ukrainian trust services on a par with European ones in EU public and commercial institutions.
This initiative is a significant step towards Ukraine's digital integration with the European Union and greatly simplifies international interaction for citizens and businesses.
