What kind of insurance should a foreigner take out to enter Ukraine?


Among the many offers on the insurance market, choosing the best option can be difficult, but necessary. This applies to both compulsory insurance for foreigners in Ukraine and voluntary insurance with a wider list of insured events.


Important! In accordance with Part 53 of Article 7 of the Law of Ukraine ‘On Insurance’, insurance covering war risks is mandatory for foreign journalists, reporters, correspondents, opinion leaders, and media representatives.


What types of health insurance can foreigners take out?


Each non-resident should assess their own needs and choose one of the policies offering classic health insurance or health insurance with war risk coverage.


Standard health insurance


Depending on the chosen package of services, a tourist in Ukraine can get coverage for the following risks

- general medical services and Covid-19 treatment in Ukraine in the amount of UAH 30,000 or 100,000.

- Outpatient treatment (visit to a specialised doctor, examination and consultation, instrumental and laboratory tests) in case of an insured event.

- Medicines prescribed by a doctor to provide assistance in the event of an insured event.

- hospitalisation (stay in a ward, intensive care unit, intensive care unit, medical care prescribed by a doctor, purchase of medicines).

- Coverage of expenses for isolation of the Insured person and persons who were in close contact with the Insured person.

- COVID-19 diagnostics of the Insured person's contact persons, etc.


Health insurance with war risk coverage


By purchasing an insurance policy covering war risks, a foreigner is entitled to

- diagnosis and treatment of COVID-19, including the costs of compulsory observation;

- outpatient treatment, medicines and hospitalisation;

- emergency dental care;

- medical evacuation;

- repatriation of the insured person (or his/her body in case of death) from the place of stay to the place of his/her permanent residence.

- accidents, injuries and deaths that may occur as a result of active or passive war risks or terrorist acts.

What does insurance cover for foreigners travelling to Ukraine?


A health insurance policy with a coverage amount of EUR 30,000 allows foreigners to receive the following services in Ukraine (if necessary and legally):


- Obtaining a residence permit;


- Obtaining a long-term visa;


- Compensation for medical treatment if the insured person is a student and studies in Ukraine

Insurance for travelling to Ukraine: features

What are the minimum and maximum amounts of insurance for travelling to Ukraine?


To travel to Ukraine, foreign citizens must have travel insurance. The amount of insurance coverage may vary, depending on the insurance company and the package of services chosen. The minimum coverage usually includes medical insurance, which covers the costs of treatment in case of illness or accident, and accident insurance, which provides payments in case of injury or disability.


The maximum coverage may include

- extended medical insurance, which covers expensive medical procedures, hospitalisation and repatriation;

- Trip cancellation insurance, which reimburses expenses in case of travel impossibility;

- baggage insurance, which covers the cost of lost or damaged baggage;

- civil liability insurance, which covers damage caused to third parties, and insurance covering war risks.


The cost of an insurance policy depends on such factors as the length of stay in Ukraine, the age of the tourist, the chosen package of services and the insurance company.


How much does insurance cost in Ukraine and how much does medicine cost?


Insurance has long been almost the only way to get timely medical care in any country in the world. When it comes to insurance for foreigners in Ukraine, this practice is also applied to them, in full and with decent service.


Even though the prices for medical services in Ukraine are quite low compared to the same European prices for medicine, any illness can hit a personal or family budget hard. Especially if the extra costs are not provided for in the budget.

Prices for medical services in Ukraine:


Medical care, including emergency care, is provided for a fee, unless otherwise provided by international treaties or laws of Ukraine. The cost of such care is determined directly by the medical institution on the basis of resolutions of the Ministry of Health of Ukraine.


Expats have access to medical services on an equal footing with Ukrainian citizens, but (except in certain cases) these services are paid for. Foreigners can pay for medical care at their own expense, from an insurance policy or from other sources not prohibited by law.


Please note! If a foreigner is provided with emergency medical care under the medical guarantees programme (state budget), he or she must reimburse the state for the costs. In case of his/her refusal, this issue is resolved with the participation of the relevant foreign representative offices in Ukraine.


Prices for services are set directly by the medical institution, but the average cost of basic procedures on the market is as follows

- hospitalisation - from UAH 1,000 to 2,500

- appointment with a doctor by appointment - from UAH 400

- clinical tests - from UAH 250 to 540.

Insurance in Ukraine: what is better to choose during martial law


The war in Ukraine causes significant destruction, damages property and infrastructure, and poses a great threat to human life and health. For a citizen who has arrived in Ukraine from another country, any visit to a medical facility, even for emergency care, is subject to a fee. Therefore, before travelling, it is worth taking care of reliable health insurance that guarantees a foreigner quality medical care at no additional cost.


We recommend purchasing insurance that additionally covers expenses directly or indirectly caused by the war. War risk insurance has classic health insurance coverage, including emergency care, outpatient treatment, hospitalisation and repatriation of the insured person (or his/her body in case of death) from the place of stay to the place of permanent residence and additionally guarantees financial compensation in case of an accident as a result of hostilities, passive war risks, terrorist acts. It can be issued for a period of 3 to 180 days.
