How to get a consular appointment without Diia and a Ukrainian bank? Step by step instructions

More and more Ukrainians abroad are facing difficulties in registering for an appointment online at the Embassy or Consulate of Ukraine, especially if they do not have an ID card, a bank account in a Ukrainian bank, or access to the Diia app.

Enrollment in the e-queue without Diia and BankID: solutions for Ukrainians abroad


1. Authorization in Diia using a biometric passport


Even without an ID card and a bank account, you can log in to the Diia app using your biometric passport.


What you need:


- Smartphone with NFC module (check if Google Pay / Apple Pay works).

- Biometric passport.


Step-by-step instructions:


1. Download the Diia app from the App Store or Google Play.

2. Select NFC authorization.

3. Take a photo of the first page of your passport (with MRZ code).

4. Attach the passport to the back of the smartphone for NFC reading.

5. Confirm your identity with PhotoID.

6. Create a 4-digit PIN code.

7. Create a Diia.Signature.


After that, you can register in the electronic queue on the portal: https://e-consul.gov.ua/

2. Remote account opening in banks participating in the NBU BankID program


Another option is to use the BankID service. Some Ukrainian banks allow you to open an account remotely, even while abroad.


What you need:


- Ukrainian phone number (can be obtained via eSIM).

- Identity documents.


The list of banks is available on ID.GOV.UA. After opening an account:


1. Log in to the ID.GOV.UA portal.

2. Access the Diia application and create a Diia.Signature.

3. Register in the electronic queue.


Important! Your phone must support eSIM if you plan to get a Ukrainian number remotely.


3. Contact the consulate by e-mail or phone


If all electronic methods are unavailable, you can contact the consular department directly.


The letter should include:


- Your name, surname.

- The essence of the problem (no Action, bank account, etc.).

- Ask for an appointment outside the electronic queue.


Please note! The Consul checks the authenticity of the reasons given and has the right to refuse if he/she believes that it is technically possible to make an appointment through the e-queue. This option should be used only as a last resort.

In many cases, when it is impossible to pass identification through Diia or BankID, the best solution may be to contact a specialized lawyer who will help you prepare an appeal to the consulate, correctly formulate a letter and collect the necessary documents.
